This is just a guess but could be something with the server query port not working properly.
Nope, no VPN or proxy.
It's a strange NAT issue, my two cents that it is related to your router. It looks like it's also translating incoming source IPs into your public IPs, maybe a law in your ISP, or simply a bug? You could use Wireshark to verify incoming source IPs from port 12203.
But, it if were a bug I doubt that the router would send the packet back to the client. You could eventually check your router's NAT/Security settings .
