James- I've followed your post bit by bit but unfortunately still the same.
Random guest just connected and has the same IP as the server still...

This is just a guess but could be something with the server query port not working properly.

NAT shouldn't be the problem, i have hosted moh servers on a NAT connection in the past.
How is your network setup? Any VPN's or proxies?

Is there's a way to check if the query port is working or not?
I guess something like GameTracker wouldn't have worked on my server but it can scan it.

Here's a list of the ports forwarded from my router

Can you post your server IP (public)? OR if you don't want it to be public, pm it to me.

It's a strange NAT issue, my two cents that it is related to your router. It looks like it's also translating incoming source IPs into your public IPs, maybe a law in your ISP, or simply a bug? You could use Wireshark to verify incoming source IPs from port 12203.
But, it if were a bug I doubt that the router would send the packet back to the client. You could eventually check your router's NAT/Security settings .

It's a dynamic IP, so here it is: 102.184.116.196:12203

Why would the law force to block something like that?
Will check with Wireshark and report results soon.

I also might get the chance to try with another router soon.

I can't connect to that IP. But based on all the information that you gave here, you are using an LTE modem/router(Huawei). Correct?
Maybe your ISP is NAT'ing LTE connections.
