This has to do with the floodprotect cvar, but to my knowledge never worked properly in MOHAA.
These are the CVAR's in question, with their default values.

This one turns the floodprotect on:
    seta sv_floodprotect "1"

    And these control the behaviour:
    seta sv_flood_waitdelay "10"
    seta sv_flood_persecond "4"
    seta sv_flood_msgs "4"

You can try to raise/lower the 3 values that control behaviour, but like I said it
never seemed to work since the day the game came out.

    Reviving Thread.

I'm looking for something similar but can't find one. Some players are just too annoying with voice taunts.I found a mod that a client can put in Main folder to disable all voice taunts but I was hopping to find something server side to limit the number of chat/taunt a player could make(per minute?).
@Midnight1138 I tested those settings and I believe they protect against network packet flood, not chat/taunt spam.
If you guys found a solution please give me a hint.
    Thanks !

With 1.117 version you can set sv_disabletaunt CVar to 1, to disable taunts for everyone, or use command distaunt <clientnumber> to disable taunts for specific player.

Can't find that cvar in the Wiki? Or hasn't it been updated yet?

For the project or the site? (Which link (orange or green))?

I know own3mall was able to send a payment to RR (using the green link I assume).

Do you have a paypal, you can donate without needing to login to paypal if you don't have an account. Look for where it says:

    Don't have a PayPal account?
Use your credit card or bank account (where available). Continue

Click the continue button and it should allow you to donate without logging in. It seems to work fine for me.
