The voice message menu is hardcoded, so I think the only way to play with it is using the dmmessage event (from NightFall patch) Ryback told you about in the other post
That way you can detect via script when a player sends a voice message (the asterisk and numbers) e.g.: "*11" = "Squad, move in!" | "*31" = "Yes Sir!" and so on.
